Module 1: Preparation stage to prepare National Adaptation Plans

This module will cover the first phase necessary in the preparation of the National Adaptation Plan - Preparation Stage. This step is important to establish the knowledge basis for the development of a PNACC, identifying gaps and areas that require strengthening in order to prepare the countries to successfully conduct Plan preparation process.

This phase in the development of the National Adaptation Plan defines the possible obstacles to the design and implementation of adaptation and a plan to address them. During this phase it is important to define the availability of and access to information and climate data as well as the participation of as many stakeholders in preparing the Plan.

2. Have you used / are using methodological guides for PNACC planning? What guide? What are the advantages and disadvantages?
3. Is climate information readily available and adequate to support adaptation planning at the sectoral, sub-national, national level? How is information handled?
4. Are there different approaches / methods to analyze climate change vulnerability (ecosystems, risk, resilience) known and used in your country to incorporate climate information into the definition of adaptation actions? We look forward to your contribution in this discussion.

Module 2: PNACC Funding Opportunities

This module will cover international funding, and it will focus on post cop21 fund opportunities in Paris and COP22 in Marrakesh for the formulation and implementation of NAPs. Further, module will cover the issue of national funding opportunities and will focus on publicly sourced funding for the formulation and implementation of NAPs. It will also include the integration of adaptation planning, budgeting, the use of tax instruments to find new sources and the role of the private sector.

Module 3: NAPS Strategy Implementation

This module will cover the second phase necessary in the preparation of the National Adaptation Plan - Implementation Strategy. This phase of the PNACC process is related to the design of the implementation strategy. Discussions will focus on elements and steps to develop a successful strategy for PNACC implementation, taking into account existing sectoral, territorial policies and development strategies. This phase also considers what the cross-cutting issues are and how to incorporate them.

Module 4: Integration of horizontal issues in the planning and implementation of the NAP

The NAP process represents an important opportunity for the adoption of a cross-sectoral and integrative approach thus addressing not only climate risks but as well underlying drivers of change. This module will aim to present guidelines and case studies on horizontal integration of NAP with (1) disaster risk reduction measures and (2) gender approach and indigenous communities.

Module 6: Education and Adaptation to Climate Change

This module will seek to emphasize the central role that education plays in determining the capacity to adapt to climate change. In this respect, a clear education agenda needs to be created and promoted in order to be included in the planning of the NAPs, to gain new knowledge and skills and change behavior to reduce vulnerabilities to climate change risks. The module is organized in collaboration with the Environmental Training Network for Latin America and the Caribbean of UN Environment. The Network is a community of practice among the directors of environmental education of the Ministries of the Environment in the region. This module seeks to explore how education and climate change issues relate to each other?
