Module 1: Preparation stage to prepare National Adaptation Plans

This module will cover the first phase necessary in the preparation of the National Adaptation Plan - Preparation Stage. This step is important to establish the knowledge basis for the development of a PNACC, identifying gaps and areas that require strengthening in order to prepare the countries to successfully conduct Plan preparation process.

This phase in the development of the National Adaptation Plan defines the possible obstacles to the design and implementation of adaptation and a plan to address them. During this phase it is important to define the availability of and access to information and climate data as well as the participation of as many stakeholders in preparing the Plan.

1. In what stage is your country, in terms of PNACC formulation? What is the approach (territorial / sector / other) / national strategy for the process?
2. Have you used / are using methodological guides for PNACC planning? What guide? What are the advantages and disadvantages?
3. Is climate information readily available and adequate to support adaptation planning at the sectoral, sub-national, national level? How is information handled?
4. Are there different approaches / methods to analyze climate change vulnerability (ecosystems, risk, resilience) known and used in your country to incorporate climate information into the definition of adaptation actions? We look forward to your contribution in this discussion.

Module 2: PNACC Funding Opportunities

This module will cover international funding, and it will focus on post cop21 fund opportunities in Paris and COP22 in Marrakesh for the formulation and implementation of NAPs. Further, module will cover the issue of national funding opportunities and will focus on publicly sourced funding for the formulation and implementation of NAPs. It will also include the integration of adaptation planning, budgeting, the use of tax instruments to find new sources and the role of the private sector.

The module will present the international financing landscape for adaptation to climate change, opportunities and challenges associated with access to and use of funds from these different sources. The discussion will be followed by an overview of the public sources of funding in the countries for the implementation of NAPs, discussing how to integrate adaptation planning and budgeting, the use of fiscal instruments to find new internal sources of funding for adaptation.

Module 4: Integration of horizontal issues in the planning and implementation of the NAP

The NAP process represents an important opportunity for the adoption of a cross-sectoral and integrative approach thus addressing not only climate risks but as well underlying drivers of change. This module will aim to present guidelines and case studies on horizontal integration of NAP with (1) disaster risk reduction measures and (2) gender approach and indigenous communities.
